Remaining important tasks in finding and developing new drugs and vaccines for HIV/AIDS, malaria, cancer and other diseases require continued industry research and development. Industry’s research and development pipeline has produced drugs that have saved AIDS victims previously facing certain death, but still no cure nor vaccine is yet available. Experience with the process of research and development indicates that it requires more than a decade of development to produce a new drug with costs in the hundreds of millions of (...) dollars. Intellectual property protection is critically important in assuring that drug development continues. Partnerships between industry and the public sector have increased access to new therapies in developing countries and promise to enhance access to both patented and generic medicines in the future. This article applies formal modeling to study a terrorist group''s choice of whether to attack or not, and, in the case of an attack, which of two potential targets to strike. Each potential target individually takes protective measures that influence the terrorists'' perceived success and failure, and, hence, the likelihood of attack. For domestic terrorism, a tendency for potential targets to overdeter is indicated. For transnational terrorism, cases of overdeterrence and underdeterrence are identified. We demonstrate that increased information about terrorists'' (...) preferences, acquired by the targets, may exacerbate inefficiency when deterrence efforts are not coordinated. In some cases, perfect information may eliminate the existence of a noncooperative solution. (shrink)

Ductin is the highest conserved membrane protein yet found in eukaryotes. It is multifunctional, being the subunit c or proteolipid component of the vacuolar H+‐ATPase and at the same time the protein component of a form of gap junction in metazoan animals. Analysis of its structure shows it to be a tandem repeat of two 8‐kDa domains derived from the subunit c of the F0 proton pore from the F1F0 ATPase. Each domain contains two transmembrane α‐helices, which together may form (...) a four‐helix bundle. In both the V‐ATPase and gap junction channel, ductin is probably arranged as a hexamer of subunits forming a central channel of gap junction‐like proportions. The two functions appear to be seggregated by ductin having two orientations in the bilayer. Ductin is also the major component of the mediatophore, a protein complex which may aid in the release of neurotransmitters across the pre‐synaptic membrane. It is also a target for a class of poorly understood viral polypeptides. These polypeptides are small and highly hydrophobic and some have oncogenic activity. Ductin thus appears to be at the crossroads of a number of biological processes. (shrink)

The notion that the metric field in general relativity can be understood as a property of space-time rests on a feature of the theory sometimes called universal coupling—the claim that rods and clocks “measure” the metric in a way that is independent of their constitution. Does the desirability of social institutions for public goods provision depend on the extent to which they include mechanisms for endogenous enforcement of cooperative behavior? We consider alternative institutions that vary the use of direct punishments to promote social cooperation. In one institution, subjects participate in a public goods experiment in which an initial stage of voluntary contribution is followed by a second stage of voluntary, costly sanctioning. Another institution consists of the voluntary contribution stage only, with no subsequent opportunity (...) to sanction. In a third stage subjects vote for which institution they prefer for future interactions: do they prefer one that does allow sanctions or one that does not allow sanctions? Our results show that even though sanctions are frequently used when available, the clear majority of individuals vote for the institution that does not allow sanctions. Thus, a distinction is required between the principles that guide the choice of institutions and the principles that apply to actions guided by institutions. Our results indicate that it is the wealth generated by the institution that determines its desirability. (shrink)

He hoped that if we could only crystallize our admittedly scanty information about the characteristics of, say, the Paean or the Dirge, we might be able to reach a slightly better understanding than we have now of the formal structure and artistic design of the poems and fragments which have come down to us (...) under these titles. What role does audience uptake play in determining whether a speaker refuses or consents to sex? Proponents of constitution theories of uptake argue that which speech act someone performs is largely determined by their addressee’s uptake. However, this appears to entail a troubling result: a speaker might be made to perform a speech act of sexual consent against her will. In response, we develop a social constitution theory of uptake. We argue that addressee uptake can constitute a speaker’s utterance of (...) ‘no’ as a speech act of consent under some conditions, but that this does not prevent us from judging that an addressee committed rape. Second, we claim that addressee uptake is not the only form of uptake that matters—the uptake of other members of the discursive community matters too, and can override the addressee’s uptake, constituting the speaker’s utterance as the speech act it was intended to be. Recent work by Wan and McLean has shown that all quantum measurements may be reduced to local position measurements. Using an array of particle detectors as the measuring apparatus we show how a model employing superselection rules and unitary evolution leads to a single detector triggering in each act of measurement. We also present an explicit model of particle detection as a unitary ionization process producing a single ion in the detector, subsequent amplification of which to the visible can be (...) described adequately in classical terms.
